Scan stop request received (2020)

Help. My scans won’t start just like all the others in WF.

I get the message:
Scan stop request received.

I have tried all of the typical troubleshooting steps so debug is on.

Here is what I get.

.htaccess is not blocked
Server is not blocked.

Messages below are what I received after running in debug mode:
